China's whole-process people's democracy reflects a distinctive governance framework that prioritizes consultation, consensus-building and tangible policy outcomes, said a South African expert.

JOHANNESBURG, March 12 (Xinhua) -- The annual meetings of China's top legislature and top political advisory body, known as the "two sessions," offer a vivid example of how the country practices whole-process people's democracy, a South African academic has said.
In a recent interview with Xinhua, Ricky Mukonza, associate professor of public affairs at Tshwane University of Technology, said the concept reflects a distinctive governance framework that prioritizes consultation, consensus-building and tangible policy outcomes.
"Whole-process people's democracy describes the Chinese framework of governance," Mukonza said. "It serves as an alternative to Western liberal democracy, which is often criticized for focusing excessively on the act of voting rather than the outcomes people desire."
He noted that during this year's sessions, deputies deliberated on key legislative drafts.
"The process behind drafting such legislation reflects the participatory dimension of this model," Mukonza said. "It is a useful tool to ensure citizens are involved before policies are formulated."
Mukonza suggested that this system offers valuable insights for the Global South, particularly for diverse and multi-ethnic African societies.
"This model provides an alternative that helps maintain social cohesion," the scholar said.
"The consultative nature enhances ownership of development initiatives, strengthens patriotism, and improves citizens' ability to hold office bearers accountable," he said.
